[User Feedback - Stable] Chrome video rendering stutters when ambient light sensor covered

Issue description

Chrome Version: 71.0.3578.98
OS Version: OS X 10.13.6

What steps will reproduce the problem?
1. Open Youtube
2. Play a video
3. Swipe something across the ambient light sensor (ex. paper)
4. Observe the video begins dropping frames

I'm able to repro on a corp Macbook.

Huh interesting. I remember seeing something like this with f.lux too, maybe it causes a dimming effect to be applied which is too performance intensive.

Tested this issue on MacBook Pro 10.13.6 on the reported version 71.0.3578.98 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and set the brightness to Automatic.
2. Navigated to youtube.com and played a video.
3. Swiped across the ambient light sensor and can observe that there is no dropping of frames.
Attached is the screen cast for reference.

As per the original comment, as this issue can be reproduced on Corp MacBook, adding 'TE-NeedsTriageFromHYD' label and requesting Inhouse team to look into the issue and help in further triaging.
