[User Feedback - Stable] Reports that Avira anti-virus causes Chrome performance drop (freezing, lag)

Issue description

Chrome Version: 71.0.3578.98

Hey all,

We're seeing a spike in user reports related to Chrome performance. The spike began on January 4th and is still active today.

Our community experts were able to help troubleshoot this to the Avira anti-virus application. We have multiple confirmations that removing Avira anti-virus causes the behavior to stop.

Since Chrome hasn't pushed out any updates recently, this is likely driven by an update to Avira.

Creating this bug for us to track feedback trends.

I have heard back from Avira and they have confirmed that they have "provided a update for our Avira Launcher which fixed this issue" and "After a reboot of your system to force an update everything. Please note that it could take some time till the update is available."

I have requested additional information from Avira on the exact version of the fixed version, the component that needs to be updated, and the rollout plan.

As of Monday's telemetry data, we still show an increase in jank for Chrome Stable m71 for users with Avira installed, with no sign of a drop.

I'll check in again tomorrow morning and see if today's feedback data looks better.

If you could share the version number with the fix when you have it, we can pass that along to users via the forum / social.

Avira have confirmed that the version with the fix is 1.2.126.28786 and the version with the issue was 1.2.126.10632. The affected component is safesearch.exe in combination with Chrome.
