Picture-in-Picture: window shows on first profile group on Windows

On Windows 10, by default Chrome will create a group of windows per profiles. The Picture-in-Picture window will show in these windows but will always use the first group regardless of which profile starts it.

It is likely because we do not set something and it defaults to the first.

I don't know. Maybe a common top-level parent window? But that doesn't quite make sense. Short answer, no, I don't know.
