Pre-condition: Set Force UI direction to 'Right-to-Left' under chrome://flags

What steps will reproduce the problem?
1. Launch chrome, open chrome://apps page, right click on 'Web Store' icon and check 'Open as a Window' option.
2. Launch 'Web Store', click on three dot menu and select 'App Info'.
3. Observe the 'App Info' bubble.

Actual Result  : ‘App Info’ bubble is displayed in wrong direction. 
Expected Result: ‘App Info’ bubble should not be displayed in wrong direction.

This is a regression issue broken in M-72 and below is the bisect information:
Good Build : 72.0.3606.0(Revision : 606694)
Bad Build  : 72.0.3607.0(Revision : 607072)

You are probably looking for a change made after 606719 (known good), but no later than 606723 (first known bad).

Note : 
1. 1.Unable to provide 'per-revision' bisect as it shows "Error running the gsutil command: AccessDeniedException: 403" error message,Tried on other machines but still getting the same error again.
2. Hence provided suspect through 'Chromium bisect'. 
3. On Mac, issue is seen from build #73.0.3641.0 as 'Open as Window' option was introduced from this build.
