Non-Regression: 'Input methods' text is not properly aligned when language is Arabic

Issue description

Chrome Version:72.0.3626.48/11316.64.0 Beta channel Daisy, Kip & Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Set the Chrome display language to Arabic
(2)From Input method >> Enable 'Show input options in the shelf'
(3)Click on 'Input methods' at shelf and observe the 'Input methods' heading text.

Actual: 'Input methods' heading text is seen on the edges,should have proper spacing i.e, not properly aligned
Expected:'Input methods' heading text should be proper aligned

This is a Non-Regression issue seen from M62
