Regression: Cast dialogue disappears when chrome window is kept in overview mode

Chrome Version:72.0.3626.48/11316.64.0 Beta channel Daisy, Kip & Reks

What steps will reproduce the problem?
(1)Launch chrome,click on 'Customize and control Google Chrome' >> select 'Cast'
(2)Keep the window in overview mode and observe(please refer video)

Actual: Cast dialogue disappears when chrome window goes to overview mode
Expected: Cast dialogue shouldn't disappear when chrome window is kept in overview mode

This is a Regression issue as same works fine in 71.0.3578.94/11151.59.0 stable

I think this because the cast dialog ViewsCastDialog is now enabled and using the views bubbles instead of the former webUI. All other similar bubbles close on entering overview as well, so I think this is WAI. Assigning to takumif to triage.

Right, this is WAI. The bubble is meant to close when it loses focus.
