Remove use of --arc-start-mode=always-start flag

Issue description

In Tast, --arc-start-mode=always-start is used to start ARC today. The flag is being deprecated, so we want to remove use of it.

We started using the flag to avoid the Android mini container killed during session login ( crbug.com/872135 ), but apparently the problem went away somehow. We can try just removing it and see if this is okay by watching how the arc.MiniContainer test goes.
