On-Screen doesn't popup when focusing an input textfield

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/73.0.3662.0 Safari/537.36 Steps to reproduce the problem: 1. Make sure you are using a windows tablet(you can see the on-screen keyboard icon in the taskbar) 2. Open a website (e.g. https://www.google.com) 3. Switch to another application, tab or your desktop 4. Switch back 5. Click(/touch) the input textfield right under the Google Logo 6. The on-screen keyboard doesn't show up 7. Click(/touch) the address bar 8. The on-screen keyboard will be automatically activated 9. Click(/touch) the input textfield again 10. Now the on-screen keyboard will be automatically activated What is the expected behavior? Every time I click an input textfield, the on-screen keyboard should be automatically activated. What went wrong? On-Screen Keyboard won't be automatically activated unless I click the address bar to "wake it up". Did this work before? No Chrome version: 73.0.3662.0 Channel: canary OS Version: 10.0 Flash Version:
