OS: Win(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2) and Linux(14.04 LTS).
Pre-Condition: Make sure there are 6 extensions tiles or more.
What steps will reproduce the problem?
1. Launch chrome and navigate chrome://extensions.
2. Enable/Disable toggle button for developer mode.
3. Observe extension card.
Actual Result: Unwanted movement of extension tiles is seen while enabling/disabling developer mode.
Expected Result: Extension tiles should not move while enabling/disabling developer mode.
This is a regression issue broken in M-69 and below is the per-revision-bisect-info:
Good Build : 69.0.3452.0(Revision:565144)
Bad Build : 69.0.3453.0(Revision:565531)
You are probably looking for a change made after 565523 (known good), but no later than 565524 (first known bad).
