Phone number country code not replaced with zero

Issue descriptionSteps to reproduce the problem: My phone number is stored in the form filler with the Taiwan country code of 886. When the form filler fills out a form it strips it off so there is no more 886, but it doesn't remember to replace it with a 0. Otherwise it's not a valid local phone number. What is the expected behavior? What went wrong? Nobody can call us unless we add the zero ourselves. Did this work before? N/A Chrome version: <Copy from: 'about:version'> Channel: canary OS Version: 73 Flash Version: Happens with desktop chromium, and Android chromium also.

@ jidanni: Could you please provide URL on which this issue is seen. Attaching screenshot of form filled in chrome://settings/addresses?search=form. In addition to it please provide screencast if possible, this would help us in further triaging. Thanks!

Anyway, you see my phone number is stored with the 0 inside chromium, but then the 0 does not get put into the form. P.S., I notice the page has <span id="inputLen_txt11" style="display:none;">0</span> in it, but I didn't checkif related.
