Tried checking the issue on reported chrome version 71.0.3578.99 using Mac 10.14.1 with the below mentioned steps.
1. Launched Chrome
2. Navigated to
-> https://www.musicfmjp.com/download
-> https://www.pixiv.net/
-> https://privatter.net/
-> https://eikaiwa.dmm.com/ and
-> https://chiebukuro.yahoo.co.jp/
Observed, all the above mentioned sites were accessible without being blocked.
Note: Couldn't access https://listnr.corp.google.com/report..... these links.
