aria-label values are not translated with the rest of page content

Issue description

Chrome Version: 71.0.3578.98
OS: All

What steps will reproduce the problem?
(1) Visit http://www.google.it
(2) (If the language is not Italian, switch it via Settings -> Search Settings -> Languages, then return to the homepage.)
(3) Right click anywhere on the page and choose "Translate to English"
(4) Inspect the "Search with Google" button.
(5) Observe that the aria-label still reads "Cerca con Google" rather than "Search with Google".


What is the expected result?

The aria-label value should be translated along with other text.

What happens instead?

The aria-label value remains in its original language.

Please use labels and text to provide additional information.

If this is a regression (i.e., worked before), please consider using the
bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help
us identify the root cause and more rapidly triage the issue.

This is as expected. Attributes are ignored in translation.
