The distinction between public/web/ and public/platform/ does not make sense any longer. The original intention is to use public/web/ for things exported from Blink to Chromium and use public/platform/ for things exported from Chromium to Blink. However, the rule is not working and the two things are mixed in public/web/ and public/platform/.

A couple of folks in platform-architecture-dev agreed on merging public/web/ and public/platform/ into public/blink/.

We should send a PSA before making that change.
