Direct links to audio files(e.g. mp3) in Reading List result in their auto play, even if no tabs are opened

Issue description

Steps to reproduce the problem:
1. Open Chrome for iOS
2. Add this link http://cdn.echo.msk.ru/snd/2018-10-20-code-1905.mp3 to the Reading List(careful, Russian audio)
3. Close all tabs to make sure there is no source of sounds left
4. Close Chrome app in iOS
5. Reopen Chrome
6. The saved page should be auto-playing audio after a few seconds, even though no tabs are open

What is the expected behavior?
Audio should not be played automatically with no tabs being opened

What went wrong?
Audio has played whereas it should not have

This is probably caused by the offline saving of the page that run in the background.
