Continue where I left off only restores one window during Profile restore

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
Here is a video of the bug.. it reproduces 100% of the time.

1. Create a new chrome profile (click on the profile button, choose "manage people", then "add person", name it "test")

2. In a window under the new profile, choose settings, then choose the startup option "continue where i left off"

3. create several in the profile window

4. go to the profile menu, pick "exit test", WITNESS window closes

5. in a different window go to the profile menu, pick "test", WITNESS it reopens the tabs

6. open a second window under the test profile, open some tabs in it

7. in a different window go to the profile menu, pick "exit test", WITNESS both windows close

8. go to the profile menu, pick "test" to ropen it

WITNESS: only *ONE* of the test windows was reopened

EXPECTED: both windows in the "test" profile to be reopened

What is the expected behavior?
When you "exit" a browser profile which is set to "continue where i left off", I expect it to restore ALL windows, but it only restores ONE window.

What went wrong?
using profile "exit" and then restoring a profile which is set to "continue where i left off" only restores a SINGLE window (should restore all windows)

Did this work before? Yes it removed before profile child locking was removed
