Feature request: open extension popup bubble

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
Want to open Extension Popup bubble without having to press it. Today we have chrome.tabs.create and chrome.windows.create as an option which in my opinion is not good at all. I think these two options are to "far away" from the extension for the end users and gives a bad experience.

This is a duplicate of bug 436489.

There is an undocumented method that works in dev/canary channels:
chrome.browserAction.openPopup(windowObject => {});

If you read the linked bug, you'll see there are several problems that need to be addressed before promoting the feature to the stable channel.
