Virtual keyboard layouts are not changing unless user taps somewhere on the screen while switching from stylus and hand

Issue description

CROS: 11522.0.0/73.0.3654.0

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Open a new tab in Chrome browser or any website which has text field
(2) Tap the text field with Stylus and observe
(3) Minimize the keyboard, tap with Hand and observe
(4) Tap somewhere on the screen using stylus/hand and then tap the text field 

Expected Result: The distinguishment between hand/stylus should happen immediately when user tap the text field

Actual Result: The distinguishment between hand/stylus is happening only when user tap somewhere on the screen and then tap the text field

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)Always. In Pixel books, even after tapping somewhere on the screen, the stylus is not recognized sometimes. 

What is the impact to the user, and is there a workaround? If so, what is
it? Manually tap the Hand written/virtual keyboard

Please provide any additional information below. Attach a screen shot or
log if possible. Video attached
