PWAs don't check for window occlusion

Issue description

Chrome Version: 73.0.3660.0
OS: macOS 10.14.2

What steps will reproduce the problem?
(1) Install and launch a PWA or shortcut which performs continuous animation or video playback (instructions in other UI>Browser>WebAppInstalls bugs).
(2) Launch the PWA, then hide (cmd+H) it, minimize its window, or move it behind another window.
(3) Look at the Chrome task manager.

What is the expected result?
Fairly low CPU usage similar to a background tab or window in Chrome.

What happens instead?
CPU usage is the same regardless of whether the window is visible.
