Regression: Control+Shift+P dropdown's contents escape bubble's bounds rectangle

Chrome Version: 73.0.3660.0
OS: Windows 10

What steps will reproduce the problem?
(1) Open DevTools
(2) Hit Ctrl+Shift+P to open command search
(3) Type some text

Expect: Results are bounded by the popup/bubble dimensions

Actual: Results "escape" the dimensions and overlap content below.

Not Repro in 71.0.3578.98
