Screen reader does not automatically focus on restore pages dialog with multiple running profiles

Issue description

Version 73.0.3642.0 (Official Build) dev (64-bit)
Windows Version 1709 (OS Build 16299.847)
NvDA version 2018.4
Steps:
# Launch NVDA screen reader
# Launch Chrome
# open a profile in another window, or a separate instance of chrome
# Crash chrome
# Relaunch chrome
Expected: screen reader should focus on the restore pages UI as soon as browser loads
Actual: screen reader lands on omnibox instead, unless tab is pressed.
Reproduces in Dev
