This is leftover work from issue 901940 which isn't needed for M73.

In particular, the BridgedContentView access the IsTextEditCommandEnabled and SetTextEditCommandForNextKeyEvent methods directly on the ui::TextInputClient 

Fixing this will require mojo-ifying the ui::TextEditCommand enum.
