Crostini can take up all CPU resources

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11316.35.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3626.30 Safari/537.36
Platform: 11316.35.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Run one or more CPU-intensive tasks inside Crostini. (e.g. unpack a large tarball containing gigabyte-large files)
2. Try to use the UI of Chrome OS (especially Files App)

What is the expected behavior?
The UI can be used normally.

What went wrong?
Processes running inside of Crostini (e.g large tarballs  being unpacked) seem to be able to take up all available CPU capacity of the device, so that other parts of Chrome OS don't behave properly anymore. (e.g the UI isn't responsive: can't move the mouse cursor).

OS Version: 11316.35.0
Flash Version: 

The maximum CPU resources the VM(s) can take up should be restricted, so that Chrome OS can be utilized properly even if processes inside he VM use 100% of processor capacity.
