Port the following four tests from the factory Python tests to native C++ tests:

1.) Battery
2.) Battery_sysfs
3.) Bad_blocks
4.) Urandom

These tests should be installed as separate command-line utilities on Chromebooks which specify the diagnostics USE flag.
