[VR Browsing All-in-one] Chrome restarts in 2D mode.

Headset: Lenovo All-in-one
Android: O

Repro steps:
1. In VR browser, go to chrome:flags page.
2. change one flag (example enable webxr)
3. Press the Relaunch Now button.

Chrome restarts in 2D mode. See screenshot.

Spawned as a separate issue from  bug 865116 .
