Chrome Keeps Failing To Shut Down Correctly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Run the latest stable Chrome release on Windows
2. Visit any website (e.g. https://www.youtube.com/)
3. Close Chrome and shut down / restart Windows
4. Open Chrome and notice incorrect shut down message

What is the expected behavior?
Chrome should shut down correctly and open up my startup pages, when running it for the first time after an OS restart.

What went wrong?
Chrome keeps failing to shut down correctly and displays an error message (see screenshot).

Did this work before? N/A 

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

I'm not sure what the cause of this could be but I'm willing to provide any logs if available and requested.

Unable to reproduce the issue on reported chrome version 71.0.3578.98 using Windows 10. Attaching screen-cast for reference.
Steps: 
------
1. Launched reported chrome 
2. Opened https://www.youtube.com/
3. Closed chrome and relaunched 
As we have not seen error message 

@Reporter: Request you to retry this issue with fresh profile without any extensions & apps or reset all the flags and let us know if issue still persists.

Observed same behavior on both Windows 10 and 7. 
I could find the cause of this issue on my end. Chrome seems to take an extremely long time to close in the background.

Since I mostly shut down my computer before Chrome can fully close itself, it probably ends up forcing Chrome to close in an unusual way, resulting in that error message.

It might be worth noting that closing Chrome using the "Exit" button found it in the menu, closes Chrome instantly but using the window "X", takes really long to fully close Chrome.

Any reason for why that would be the case?

dannyyy55fly@ Thanks for the update.

Tested this issue on Windows 7 on the latest Stable 71.0.3578.98 as per comment #4 and unable to reproduce the issue.
On closing Chrome by clicking on 'X' button, closes chrome instantly and no issues are observed.

Request to to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

I suspect longer sessions, take longer to close but I'm honestly not sure why that would be the case. A clean installation didn't work for me and Chrome still takes quite some time to fully close.

The core of this issue is shutting down your PC, while Chrome is running in the background. 

I guess there would be no way to properly implement a solution to this issue?
