Tabs do not appear in taskbar thumbnail preview

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
Hover over Chrome icon in Task Bar

What is the expected behavior?
All tabs appear as thumbnail previews just like with IE and Firefox

What went wrong?
Only one preview is displayed - that of the current tab

Did this work before? N/A 

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 10.0
Flash Version: 

IE11 has this featured enabled by default. Firefox has it disabled by default although it can easily be enabled in the Options. It would be useful if Chrome could do the same as we plan to use Chrome instead of IE/Edge for all our business apps.

From comment#0, it is understood that this seems to be a Feature Request. Hence marking it as Untriaged.
Note: Tentatively adding Component "UI>Browser>TabContents", please change if this isn't apt.
Is it really a FR? I’ve read it used to be a feature, and if that’s the case why was it removed? Is there a reason to remove it, such as performance?
