App menu 'managed by' message: show in incognito

Issue description

It looks like we want to show the 'Managed by your organization' message in incognito after all.

nicolaso@ Could you please help us with the expected screenshot to verify this issue from TE End.
Attached a screenshot. To repro:

1. Enable 'show-managed-ui' in about:flags
2. Make sure Chrome is managed (go to about:policy, check that there is at least 1 policy set)
3. Open an incognito window
4. Open Chrome's app menu

If the fix worked, it should show a 'Managed by your organization' menu-item with a grey background.
