What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to Chrome://settings/languages
(2)Click on Input method and enable 'Show input options in the shelf' toggle button 
(3)Now, Click on Input methods icon and then on Emoji palette icon or Handwriting input icon and observe Virtual keyboard pops-up instead of Emoji palette or Handwriting input

Actual: Virtual keyboard pops-up instead of Emoji palette or Handwriting input when clicked on them from Input methods for the first time
Expected: No such issue should be seen

This is a Regression issue as same is working fine in M69

NOTE: Issue is also seen in M70, M71 & M72
