Regression:Cursor appears before URL in omnibox after dismissing page info bubble

Chrome Version:73.0.3660.0 (Official Build) Revision 170f55273fbe689f402eade1a4e98fa2788938a2-refs/branch-heads/3660@{#1}(32/64-bit)
OS: Windows(7,8,8.1,10) and Mac(10.13.1, 10.13.6, 10.14.3)

What steps will reproduce the problem?
1.Launch chrome and navigate to any website for e.g: www.youtube.com.
2.Now press F6 to get focus on omnibox area.
3.Press tab till focus reaches secure lock icon then press enter.
4.Now press Esc and observe the cursor appears to blink just before the URL in omnibox.

Actual Result  : Cursor appears to blink before URL in omnibox after dismissing page info bubble.
Expected Result: Cursor should not blink before URL in omnibox after dismissing page info bubble.

This is a regression issue, broken in 'M-73'and below is the chromium bisect info,
Good Build:73.0.3643.0(Revision:617033)
Bad Build :73.0.3644.0(Revision:617389)

You are probably looking for a change made after 617289 (known good), but no later than 617290 (first known bad).

Note: Tried bisecting using per revision bisect on multiple Windows and Mac machines but getting errors hence, providing chromium bisect.

Mark,

Can you take a look at this? I had to make some changes due to a previous regression to ensure that focus returned to the omnibox when the page info bubble was closed, but the current behavior is that the overall omnibox gets focus rather than the security chip.

I could probably build a system to work around this but it will take some time and unless the change is an accessibility issue, I recommend dropping priority/marking as nice-to-have.

Basically, I just need a feel for how urgent this regression is.

Not urgent, IMO. Dropping priority to will not fix. Thanks to QA for flagging, but I don't think we want to invest in working around this.
