error in memory allocation timelines

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Open Dev tool, memory tab
2. Run allocatiom timeline test for few second
3. After finished, results are presented 
4. Use drop down for change type from Summary, Containment , Allocation , Statistics
5. Select position Allocation
6. Error present in console
An error occurred when a call to method 'allocationTracesTops' was requested
TypeError: Cannot read property 'serializeTraceTops' of undefined

"DevTools: Move record allocation stacks option to the memory panel."
Landed in 67.0.3381.0

The problem occurs when the user didn't check the required checkbox in step 1:
[ ] Record allocation stacks (extra performance overhead)

After error, error counter (this one which is one dev toolbar header) is not present correct error numbers which is different to that show error counter  from console

Thanks for filing the issue!

Able to reproduce the issue on reported chrome version 71.0.3578.98 and on the latest canary 73.0.3663.0 using Windows 10, Ubuntu 14.04 and Mac 10.14.1
