Regression: Unnecessary focus is seen at two places after clicking on 'Site settings' option.

Chrome Version: 73.0.3660.0 Revision 170f55273fbe689f402eade1a4e98fa2788938a2-refs/branch-heads/3660@{#1}(32/64 bit)
OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.3) and Linux(14.04 LTS) OS

What steps will reproduce the problem?
(1) Launch chrome, navigate to any web page(for ex. https://chrome.google.com/webstore/category/extensions?hl=en)
(2) Click on View site info icon and select 'Site settings' option (it will navigate to chrome://settings/content/siteDetails ).
(3) Observe focus.

Actual: Unnecessary focus is seen at two places after clicking on 'Site settings' option.

Expected: Focus should seen properly.

This is a regression issue, broken in 'M73', will soon update the other info:
