What steps will reproduce the problem?
(1)Sign into user -> Open Set Wallpaper overlay 
(2)select any section like Landscapes -> scroll up & down and observe the loading of images

Actual:Blur images are seen while scrolling up & down even after all images are loaded 
Expected:No such blur image should be seen once all the images gets loaded

This is a Regression issue as same works fine in M69(Old UI)
