[regression-71] Locking Windows stops Hangouts screen presentation

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Steps to reproduce the problem: 1. Update to Chrome 71 2. Go to https://hangouts.google.com/ and start a new Hangouts session 3. Select "Screenshare" and begin sharing one of your screens 4. Hit Win-L (Windows key + L) to lock Windows 5. Sign back in What is the expected behavior? Participants (if there are any) continue to see shared screen contents throughout. Signing back in to Windows shows Hangout is still sharing screen What went wrong? Locking windows stops the screen sharing. Participants see I am no longer sharing my screen. Signing back in to Windows shows Hangouts has stopped screen sharing. Did this work before? Yes 70.0 Chrome version: 71.0.3578.98 Channel: stable OS Version: 10.0 Flash Version:

Able to reproduce the issue on reported chrome version #71.0.3578.98,latest chrome #73.0.3660.0 using Mac 10.12.6 and windows 10 by following steps as per comment#0.
