Android View requestPointerCapture isn't functional.

Device name: Google Pixelbook

Application version: 73.0.3654.0
Platform: 11516.0.0
Operating system: Google Chrome OS

Steps to reproduce:
(1) Create a java app
(2) Get rootview
(3) Call requestPointerCapture on the view

Expected result:
Mouse gets captured and sends delta events (sent trackball motion events on the android 8.0 phones I've tested on)

Actual result:
Mouse doesn't get captured and continues sending the normal events.

As per issue description this seems to be on Pixel book hence adding appropriate OS labels & requesting someone from respective team to have a look into this.
