Steps to reproduce the problem:
1. Open a local MP4 video in Chrome (1h+ length and 1GB+ size)
2. Delete the video file from the disk while the video is open in Chrome
3. Refresh the folder

What is the expected behavior?
The video should remain deleted.

What went wrong?
Chrome creates the video again and saves it to the disk. This is unexpected behavior. The issue is not seen in Firefox.
