[CCA 5.2.7] Basking: unable to split screen to minimize the app when in clamshell portrait mode

Chrome OS Version:  11516.0.0, 73.0.3654.0  (dev) channel 
Android vers: 7.1.1
Devices: Basking DVT sku1
CCA vers: 5.3.1 canary

Steps To Reproduce:
1. Open CCA app from launcher in (portrait/clamshell mode)
2. Drag the CCA app to split screen to minimize

Expected result:
CCA app,should be available in split screen to minimize

Actual result:
Not able to drag the app to split screen to minimize

Note: Not reproducible on Snappy

How frequently does this problem reproduce? (100%)

Does this issue also repro with CCA 5.2.6 (prod version on CWS)?

still reproducible on Basking with build 11558.0.0, 73.0.3667.0 (dev) channel (CCA 5.3.2 canary and CCA 5.2.6)

Hi Allen,
Could you record a video?
You mentioned that it's in clamshell mode. Did you long press the maximize button to trigger the left/right split screen button and then click them?
If so, it's WAI because CCA can't be resized to random size.
