App-menu button hover effect doesn't go away when closing menu by resizing window

Issue description

Version: Google Chrome	73.0.3642.0 (Official Build) dev (64-bit) (cohort: Dev)
OS: Win10

Repro:

1. Click on "..." button, this brings up the app menu.
2. Click on "window maximize" icon (or minimize).

Expected: Button hover effect goes away when the app menu closes.
Actual:

Button stays "permanently" hovered until it's clicked again.

Known good version: 71.0.3578.98 (Official Build) (64-bit) (cohort: Stable)

Unable to reproduce the issue on reported chrome version #73.0.3642.0 using Windows 10 by following below steps.

Steps:
=====
1.Launched chrome.
2.Clicked on 3-dot menu and selected window "maximize icon".
3.The window got maximized and then clicked f11.
4.Observed that the window got resized and 3 dot menu lost the focus.
