Source right click context menu incorrect

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Open Web Page with Javascript (it does not matter what site)
2. Open Dev tools
3. Go to Source
4. Navigate to javascript file
5. Left click to enable breakpoint
6. Right click on breakpoint
7. Additionally: right click on line number with no breakpoint

What is the expected behavior?
Different context menu.
Right click ON breakpoint: Options to edit breakpoint
Right click NON breakpoint: Options to Add breakpoints.

What went wrong?
Context menu remains the same as clicking in editor window.

Did this work before? Yes 

Chrome version: 73.0.3642.0  Channel: dev
OS Version: 10.0
Flash Version: 

Devtool settings are the same for both browsers.
Web address does not matter as long as there is javascript. Even if you have to click "pretty".

It looks as if this may have been fixed as it is working in canary; However we need to update the dev channel to include the fixes.

Able to reproduce this issue on Windows 10, Mac OS 10.13.6 and Ubuntu 17.10 on the latest Dev 73.0.3642.0.
Issue seems to be fixed on the latest Canary 73.0.3660.0, Beta 72.0.3626.28, Stable 71.0.3578.98.

Reverse Bisect Information:

Good Build: 73.0.3644.0
Bad Build : 73.0.3643.0

By running the per-revision bisect script, below is the Changelog URL.
