[A11y][ChromeVox]: aria-selected=true(Selected) is not announced in multi-select components. Only Not Selected is announced.

Issue description

Chrome Version       : 71.0.3578.94
OS Version: 11151.59.0
URLs (if applicable) : https://www.w3.org/TR/wai-aria-practices/examples/listbox/listbox-rearrangeable.html#ex2_label

What steps will reproduce the problem?
1. Enable ChromeVox SR and scroll down to "Example 2: Multi-Select Listbox"
2. Select any item from the list, check the result: SR will not announce that item is selected
3. Unselect this item - check the result: SR will announce that item is not selected

What is the expected result?
When you select an item from multi-select list SR should announce that item is selected now.


What happens instead of that?
SR doesn't announce selected status.

Most screen readers *don't* announce selected, because that's the default state.
