Replace google sites CQ page with markdown docs

Issue description

This bug tracks any work needed to replace https://www.chromium.org/developers/testing/commit-queue with https://chromium.googlesource.com/chromium/src/+/master/docs/infra/cq.md.

This might already be possible, but I want to check with other people to make sure this seems like a good idea before I actually make the switch.

Assigning to Dirk for now; I think we talked about this in the past a bit, but I don't remember if you ever concluded that it was ok to make this switch?

Yes, a large number of individual pages have moved from sites to in-repo markdown.

There unfortunately isn't a good way to do an automatic redirect, so normally people will replace the content on the sites page with a "this page has moved" message, like https://www.chromium.org/developers/testing/webkit-layout-tests.

There is theoretically a Sites gadget that you can configure to do automatic redirects, but I haven't been able to get it to work.
I'll do the manual move for this page at least.
