Unable to drag links to bookmark bar

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Steps to reproduce the problem: 1. Click to drag a link 2. Drag link to bookmark bar 3. Notice that the bookmark bar does not 'accept' the link as a bookmark. What is the expected behavior? 1. When dragging link over bookmark bar, user should see a + cursor indicating that the bookmark bar is droppable. 2. On drop, bookmark bar should be updated with a new bookmark of the link that was dropped. What went wrong? Bookmark bar is not droppable. Did this work before? Yes 68 based on comment research but I'm not sure. Chrome version: 71.0.3578.98 Channel: stable OS Version: OS X 10.14.2 Flash Version:

I can repro in stable, but it seems fixed in Canary. Can you give it a try and confirm if it's fixed for you in Canary?

This smells like something that would have been fixed with https://chromium-review.googlesource.com/c/chromium/src/+/1354259, which was to fix bug 851326 , essentially this.
