Flaky test occurrence not being detected by Find-It Ranked Flakes

Repro steps:

1) Navigate to "https://findit-for-me.appspot.com/ranked-flakes"
2) Search for "USS/TwoClientWalletSyncTest.UpdateCreditCardMetadataWithChangedBillingAddressId_RemoteToLocalConflict/1"

Actual results:

chanli: Could you take a look? The CL has not yet landed, but I don't think that should effect whether Find-It detects the flaky test?

It look like the issue is we currently still consider a test failed when all its runs in retry with patch failed (which should be fixed by stgao@' fix on the query).

Assign to stgao@ so when his query is in, we can close this bug.
