Find-it flakiness dashboard -- alert when flakes occur on closed crbug.

Issue description

The Test MigrationTwoClientTest.MigratePrefsThenModifyBookmark had a bug filed on 10/05/2018:

That bug was duped into another bug on 10/05, which was closed on 10/30.

However, the flake was still occurring -- it just went unnoticed until I reopened the bug today.

Thank you for reporting this.

lijeffrey@ has landed a new feature about getting periodically updates on flake bugs, though the feature is not in prod yet because of production freeze. After the feature is in place, we will at least show 892550 instead of 892509 for this case.

Though currently the test doesn't flake frequently enough for Findit to create/update its bug.

There are several improvements I can do:
1. show bug status on dashboard
2. For reoccurred flakes, I'm leaning towards to file a new bug instead of reopen the old bug. But if the flake is not frequent enough, we may just detach the closed bug to remove confusion.
