What steps will reproduce the problem?
1.Launch chrome and add the above mentioned Office extension to chrome.
2.Navigate to chrome://extensions and click on 'Details' button for Office extension.
3.Press tab till focus reaches 'On all sites' option under 'Site access'.
4.Now press up arrow key and try to traverse focus to the first option, 'On click' and observe.

Actual Result  : Unable to traverse focus to first option under 'Site access' using arrow key.
Expected Result: Should be able to traverse focus to first option under 'Site access' using arrow key.

This is a regression issue, broken in 'M-73'and below is the chromium bisect info,
Good Build:73.0.3648.0(Revision:618636)
Bad Build :73.0.3649.0(Revision:618770)

You are probably looking for a change made after 618677 (known good), but no later than 618678 (first known bad).
