What steps will reproduce the problem?
(1)Sign into user >> goto chrome://settings/languages and set the chrome os display language to Arabic
(2)Sign out >> click on Add Person >>Give a valid email id >>click next and observe the email id profile icon

Actual:'Enter your password' text is overlapped with the bottom edge of profile icon of email id
Expected:'Enter your password' text should not get overlapped with the bottom edge of profile icon of email id

This is a Regression issue as same works fine in M64

Good Build:64.0.3282.190/10176.76.0
Bad Build:65.0.3325.229/10323.104.0

Note: 
1.Issue is seen from M65 onwards..
2.Issue works fine for OOBE-Sign in screen
