Regression: Unable to differentiate the tabs for dark theme.

Issue description

Chrome Version: 73.0.3660.0 (Official Build) Revision	170f55273fbe689f402eade1a4e98fa2788938a2-refs/branch-heads/3660@{#1} (32/64-bit)
OS: Windows (7, 8, 8.1, 10), Mac(10.13.1, 10.13.6, 10.14.3) & Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome and install any dark theme from CWS or using above URL.
2. Open two NTP and observe the tab-strip of opened NTP.

Actual: Unable to differentiate the tab-strip of opened NTP.
Expected: Should able to differentiate the tab-strip of opened NTP.

This is a regression issue, broken in M-70 series, below is manual regression range:

Good build: 70.0.3505.0 (Revision: 578874)
Bad build: 70.0.3506.0 (Revision: 578942)

@pkasting: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

NOTE: 
1. Provided suspect through 'Chromium bisect' script because unable to perform bisect using 'per-revision' bisect script.
2. Tried performing 'per revision' bisect on multiple Windows and Mac machines but unable to perform the same since getting "Error running the gsutil command: AccessDeniedException" error.

Status: WontFix (was: Assigned)
This is working as intended; if the theme author wants visible background tabs they need to explicitly set a tint.  If they use the same image for the frame and toolbar (as the theme in the root comment does) and set no tints, the current behavior is the expected behavior.
