Crostini pin is not refreshed once Crostini gets enabled.

Found this problem during shelf refactoring.

TEST_F(ChromeLauncherControllerTest, CrostiniTerminalPinUnpin)

It is expected that   
crostini::CrostiniTestHelper test_helper(profile());
automatically refreshes pin.

I guess the actual effect of this is pins do not show/hide when policy changes, I'll try and take a look if I manage to work out 913292 which I think is a similar issue with policy changes.
