on the page chrome://settings/content/notifications, when I have the setting set to 'Blocked' I still get endless offers to receive push notifications.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://settings/content/notifications and set to 'Blocked'.
2. Visit a new website that wants to send you push notifications.
3. Notice that it asks you if you want to receive notifications in direct contradiction of the setting. 

What is the expected behavior?
I am hoping to never see another offer for push notifications as long as I live.

What went wrong?
I receive constant offers to receive push notifications despite my setting (chrome://settings/content/notifications set to 'Blocked').

Did this work before? Yes Unsure.  The first time I set it, it seemed to be working, but I can not definitively say that it ever worked.

Unable to reproduce the issue on reported chrome version #71.0.3578.0 and on latest chrome #73.0.3658.0 using windows 10 by following below steps
1.Opened chrome.
2.Navigated to chrome://settings/content/notifications.
3.Allowed notification and able to get notification.
4.Blocked notification.
Observation : After step4 did not received any notifications.
@reporter:Request you to retry the issue by creating a new person without any apps and extensions in it, reset all flags to default and let us know if issue still exists.
Also Could you please provide a sample file or URL that reproduces the issue, so that it would be really helpful for triaging the issue.

I'm going to have to install a virtual machine to get this working.  It's on my list to do this today.
