New rotations script deprecates old json sheriff query

Currently the Skia auto-rollers use the sheriff query json to determine the current sheriff to CC on rolls. For example:

https://build.chromium.org/deprecated/chromium/sheriff_angle.json

What's the replacement for an external script to query the current sheriff? Marking as a regression since it used to work.
