Remove webrunner_browsertests from the main waterfall Fuchsia x64 bot, since the suite sometimes fails to install, with a blobfs assertion. Enable castrunner_integration_tests and webrunner_browsertests, which were entirely disabled by https://chromium-review.googlesource.com/c/chromium/src/+/1393887, to run on the Fuchsia FYI bots, to provide some coverage without blocking Chromium's waterfall/CQ with installation flakes.
